The major phone card companies put more minutes on their newly issued phone cards to get the customer hooked. As long as sales is increasing, the phone card company will usually keep delivering more minutes. Once the new phone card is doing well in the market and sales start to stabalize, the phone card issuer often begins to reduce the delivered minutes.
